Dillard’s filed suit against the St. Louis County city of Chesterfield.
The department store chain alleges Chesterfield officials did not follow state law when approving a $353 million tax increment financing package for the demolition of the nearly defunct Chesterfield Mall. Redevelopment projects are planned at the site.
Dillard's, which owns property at the mall, says it has been planning to reopen its store there after 2016 flooding. The redevelopment and eminent domain poses a “substantial threat of irreparable harm” to Dillard’s, according to the lawsuit.
