A developer is planning an apartment project at a former water treatment plant in De Soto, Kansas, near Kansas City.
De Soto City Council recently approved a development agreement to sell the site to Alcove Development for $3,000. Alcove will be required to handle demolition, cleanup and environmental remediation expenses.
Alcove Development has plans for a 59-unit apartment complex on the site.
