The unanimously approved budget requests $752.6 million for the fiscal year starting Oct. 1.
Excluding $243.8 million appropriated for the Southwest 2 power plant project, the budget amount is up $29.6 million from last year. Receipts are projected to be about $516 million, up $48.9 million from the previous year.
Major capital projects in fiscal 2009 include $8 million for emissions projects at the Southwest Power Station, $1.2 million for a new water storage tank for southeast Springfield and repairs to the Fellows Lake Spillway.
The budget now heads to Springfield City Council on Sept. 15 for approval.
The CU board also unanimously approved a request for an increase in natural gas rates.
If approved by council, rates would go up 2.5 percent in April 2009, another 2.5 percent in October 2009 and 2 percent in October 2010.
Council will hold a public hearing on the rate request before voting.
