Consumers are confident. So why aren't they spending?

Consumers are more confident than they have been in over a decade - since 2004, according to reporting by Marketplace.
 
Yet despite feeling more positive about the economy, retail sales were up only 0.2 percent in January and were flat in December, during the holiday season when sales usually tick up.
 
So why aren't people buying anything? According to economists, household income is 7 or 8 percent lower than it was in 2008 and most Americans live paycheck to paycheck. And any savings from lower gas prices only covered the increasing cost of food, the report states. In order for spending to increase, so must wages, according to economists.
