Congress bans restaurants from skimming tips

Congress put a provision related to restaurants and tips into its $1.3 trillion federal spending bill.

The provision prohibits employers from skimming tips left by customers for workers.

The order overturns a decision by the Department of Labor last year authorizing restaurants to share tips between servers and cooks. The decision also let owners keep some of the tips.
