Colo. allowed to spend marijuana taxes as voters reject refunds

Colorado voters Tuesday overwhelmingly approved a ballot measure that gives state lawmakers permission to spend $66.1 million in taxes collected from the sale of recreational marijuana.

The funds are earmarked for school construction, youth and substance-abuse programs, and discretionary accounts controlled by lawmakers.

The measure, Proposition BB, was favored by 69 percent of voters.

Had the measured failed, the money would have gone to taxpayers in the form of a rebate, as well as marijuana growers and recreational users through tax breaks.
