Goddard currently is director of the city of Springfield’s information systems department. He previously was administrator of community health and epidemiology for the health department.
Goddard will replace Ron Boyer, who retired earlier this year. He will oversee the environmental division, which includes food inspection, vector and air-quality programs.
Goddard has a master’s degree in public administration and a bachelor’s degree in political science from Missouri State University.
