98-387. Amends the City Code by annexing 3.1 acres on Plainview Road and Farm Road 157, just east of the 5400-5700 blocks of South Campbell Avenue. Tabled and referred to the City/County Annexation Committee.
98-388. Amends the City Code by annexing 4.09 acres on Blackman and Battlefield Roads. Tabled and referred to the City/County Annexation Committee.
98-389. Authorizes a Use Permit for professional office use in the Rountree Urban Conservation District at 714 S. National Ave. Approved unanimously.

98-390. Amends Chapter 22, Motor Vehicles and Traffic; Certain Streets are Limited to Use By Passenger Vehicles, to add High Street between Glenstone Avenue and Nias Avenue and Link Avenue between High Street and Turner Street.
98-391. Amends Chapter 22, Motor Vehicles and Traffic; Stopping, Standing and Parking, by changing the sign spacing from "not to exceed 100 feet" to "not to exceed 200 feet."
98-392. Authorizes application for a $160,000 grant to assist the renovation of public access and observation areas to lake, natural, botanical and wildlife areas within the southern 53.8 acres of the Nathanael Greene/Hellmich property.
98-393. Authorizes an access and infrastructure agreement with Lowe's Home Centers Inc. for improvements to proposed Norton and Smith roads.
98-394. Amends the City Code by repealing existing rate schedules and establishes new rate schedules to provide a graduated increase in sewer rate charges for five years to pay for a program to sewer the unsewered areas of the city and to provide for construction of phosphorus facilities and additional wastewater treatment capacity.
98-395. Amends the City Code by enacting a new Subsection B, titled "City Sewer Financial Assistance Program," pertaining to a program to assist property owners in paying sewer tax bills in connection with the extension of sanitary sewers in unsewered areas of the city.
Resolutions

98-396. Cancels the regular meetings of City Council Dec. 7 and Dec. 21, and provides for a special meeting to be held Dec. 14, and provides that in December of each subsequent year, only one council meeting be held as near to the middle of the month as possible. Approved unanimously.
Amended Bills
98-322. Authorizes an access and infrastructure agreement with
Thompson Sales Company Inc. for street improvements on Independence Ave. and Fremont. Approved unanimously.

98-370. Amends the City Code by rezoning 24 acres of land within the West Central Neighborhood south of Walnut Street to the south side of Mt. Vernon Street and between the west side of Newton Avenue and the east side of Fort Avenue from a residential district and a limited business district to a single-family residential district. Approved unanimously.
98-371. Amends the City Code by rezoning nearly 26 acres in the West Central Neighborhood from the north side of West Walnut Street to the north side of West Mt. Vernon and between the east side of Fort Avenue to the east side of Broadway Avenue from a medium-density multi-family district to a low-density multi-family district, a residential townhouse district and a single-family residential district. Approved unanimously.
98-375. Vacates a public street on the east side of U.S. Highway 65 between Cherokee and Berkeley streets. Approved 7-1.
98-376. Vacates a portion of two public streets on South Fremont Avenue at Independence Street and also on Independence Street between Fremont Avenue and the proposed intersection of Weller Avenue. Approved unanimously.
98-386. Amends the city budget for nondepartmental funds for the fiscal year 1998-99 in the amount of $387,500 to provide a loan for 1.25 percent debt service coverage on the Tourism Capital Improvement Fund of 1998. Approved 7-1.

98-374. Authorizes the city manger to accept an additional transportation enhancement grant for the purpose of funding a biking and pedestrian trail from Pershing Elementary School to 1.13 miles south of Battlefield Road, paralleling railroad tracks and Old Highway 65.
98-379. Establishes a sanitary sewer district in the 1900 block of South Bristol.
98-380. Establishes a sanitary sewer district in the 1200 block of West Woodbine Street.
