The Missouri Police Chiefs Association, of which Rowe is a past president and member of its board of directors, presented the annual award. Rowe has been in law enforcement for more than 40 years.
Rowe has a bachelor’s degree in criminal justice administration and management and a master’s degree in public administration. His training includes graduating from the FBI National Academy, the FBI Law Enforcement Executive Development Program, and completing various programs through the International Association of Chiefs of Police, Drug Enforcement Administration, Americans for Effective Law Enforcement and the Florida Department of Law Enforcement.
Since coming to Springfield, Rowe has developed such initiatives as a canine program, which he brought to a nationally recognized level; a community-oriented policing program with a 40-officer section that addresses neighborhood-based police programs; and the Citizens Police Academy, which reaches out to members of the community to involve them in the department.
Rowe’s local community involvement includes roles with the E-9-1-1 Board, the Child Advocacy Center Board, Junior League Advisory Board, Midwest High Intensity Drug Trafficking Area Board, the Community Partnership of the Ozarks board and the United Way cabinet.
