Polk County Associate Circuit Judge Gary W. Lynch was named Jan. 6 to the Missouri Southern District Court of Appeals.
Lynch, 53, has served as the county’s associate circuit judge since 2003. Before being elected, he ran a private law practice for more than 25 years.
Lynch holds a bachelor’s degree in mathematics and elementary education from Southwest Baptist University and a juris doctor from the University of Missouri-Columbia. He will fill the vacancy created by the resignation of James K. Prewitt.
Stephen C. Morrow was appointed Jan. 6 as ombudsman for the Office of the Child Advocate for Children’s Protection and Services.
Morrow, 56, was the chief student life officer and vice president for Student Development at Southwest Baptist University until December 2004. He has a bachelor’s degree in education from Southwest Baptist University and a master’s of administration from the University of Missouri.
Morrow will report directly to the commissioner of the Office of Administration, Mike Keathley. His responsibilities include ensuring that children receive sufficient protection and care from services and programs offered by the Departments of Social Services and Mental Health, and the Juvenile Court.
Morrow replaces Mary McEniry, whose term expired. His term, subject to Senate confirmation, ends Dec. 7, 2010.
