The assistant police chief for the St. Louis Metropolitan Police Department filed suit against the city and police department.
In the suit, Lt. Col. Lawrence O’Toole alleges he was passed over for the police chief role because he's white.
After current Police Chief John Hayden, who is black, was promoted, O'Toole alleges he did not receive a scheduled pay increase while other officers did.
