Secretary of State Jay Ashcroft has rejected new emergency hemp rules from Gov. Mike Parson for the second time.
Ashcroft said the governor's administration did not provide the required legal justification for the emergency rule.
Parson earlier this month introduced an executive order banning certain unregulated psychoactive cannabis products such as delta-8.
