Airbag inflator supplier ARC Automotive is declining to comply with a recommendation by U.S. regulators to recall 67 million inflators.
National Highway Traffic Safety Administration officials said the inflators can explode and propel metal fragments.
ARC officials said "extensive field testing has found no inherent defect."
The disagreement could lead to the two parties meeting in court.
