Bills to Watch

Here are some of the Missouri House and Senate bills with implications on business. The bill sponsor is in parentheses. Bills may be tracked at www.house.mo.gov or www.senate.mo.gov.

HB 1320 - An expansion of the community improvement district program allowing polytechnic institutes of science and technology. (Rep. Michael Brown, D-Kansas City)

HB 1331 - Establishment of the Missouri Center for Health Information and the State Consumer Health Information Advisory Committee, a comprehensive health care cost-information system. (Rep. David Sater, R-Cassville)

HB 1341 - Establishes Ethan's Law requiring the owner of a for-profit, privately owned swimming pool to maintain adequate liability insurance in the event of patron injury or death. (Rep. Marilyn Ruestman, R-Joplin)

HB 1378 - Changes to the law regarding tax increment financing, including prohibiting revenue from a tax increase within a TIF district from being used for anything other than the specified purposes of the tax increase. (Rep. Charles Portwood, R-Ballwin)

HB 1385 - Establishment of the Consumer Report Security Freeze Act, allowing a person to place a security freeze on his or her consumer report. (Rep. Stanley Cox, R-Sedalia)

HB 1551 - Authorizes a gradual reduction in the annual corporate income tax rate. (Rep. Bryan Stevenson, R-Webb City)

HB 1568 - Establishment of a Regional Economic Development Initiative to promote individual and business investments in economic development within a region through contributions to regional economic development organizations. (Rep. Steve Hobbs, R-Mexico)

HB 1639 - Changes the laws regarding the Aviation Trust Fund and air traffic control towers. (Rep. Mark Bruns, R-Jefferson City)

HB 1660 - Establishment of the Missouri Voluntary Developer Agreement Law, allowing local taxing districts to continue to enter into voluntary agreements with developers. (Rep. David Pearce, R-Warrensburg)

HB 2020 - Budget appropriation bill that includes $1.665 million in funding for the Springfield crime lab. (Rep. Allen Icet, R-Wildwood)

SB 718 - An extension to the Quality Jobs Act through August 2013. (Sen. Harry Kennedy, D-St. Louis)

SB 734 - Addition of a judge to the 31st Judicial Circuit, which covers Greene County. (Sen. Norma Champion, R-Springfield)

SB 738 - Requires the Department of Natural Resources to establish time lines for processing certain permits for concentrated animal feeding operations and modifies penalties for offenses committed by CAFOs. (Sen. Gary Nodler, R-Joplin)

SB 782 - Reinstate the federal overtime standards that were in place before the 2006 passage of Proposition B, including exemptions for firefighters. (Sen. John Loudon, R-St. Louis)

SB 901 - Stopping permanent total disability workers' compensation payments upon the death of the injured employee, reversing the ruling in Schoemehl v. Treasurer of the State of Missouri. (Sen. John Loudon, R-St. Louis)
