Game Changers: Tom Finnie

Those who know where to look can see the city of Springfield has Tom Finnie’s fingerprints all over it. Finnie served as Springfield city manager 1990–2006, after working 13 years in public service in Charlotte, N.C. Under his leadership, the Queen City experienced the development of two industrial centers, the opening of Jordan Valley Park, the Springfield Exposition Center and Hammons Field. Finnie was instrumental in the creation of the Vision 20/20 long-range plan, and during his tenure, the city’s footprint increased by 15 percent and its operating budget more than tripled. In 2006, the city renamed the government plaza in his honor.
