Turkey's military pension fund entered a tentative deal to purchase British Steel.
The Turkish Armed Forces Assistance Fund, aka Oyak, expects to complete the purchase by year's end. British Steel employs 5,000 people.
British Steel was placed in compulsory liquidation in May after rescue discussions with the government broke down.
