Council considers retail rezoning on Battlefield Road

A rezoning bill was met with some pushback by residents during Springfield City Council’s meeting last night.

Council members heard from eight residents on a bill that would rezone approximately 8 wooded acres at 2700 E. Battlefield Road to general retail from a single-family residential district. The approval of the bill would establish Conditional Overlay District No. 151 at Battlefield Road’s intersection with South Lone Pine Avenue.

The residents who live in the area were concerned about sign visibility, park access and traffic increases. A traffic impact study will be required at the time of development, officials say.

Funeral homes, crematoriums, mortuaries, household resource recovery collection centers, taxidermists, public service and utilities would be prohibited on the entire tract, said city of Springfield Principal Planner Bob Hosmer.

“It will prohibit other uses on the west 275 feet of the property. It will eliminate or prohibit eating and drinking establishments, entertainment use groups, community gardens and farmers markets, seasonal outdoor sales and storage, all conditional uses and also any towers of any type on the property,” Hosmer said.

The property is owned by Briarcliff Investments LLC, according to Greene County assessor records.

If council approves the rezoning request, the property would be sold for development, said Bulter, Rosenbury & Partners Inc. Principal Architect Geoffrey Butler, who represents Briarcliff Investments.

Butler said there is no current buyer since the property is in the rezoning process.

The vote on the rezoning will be in two weeks and carries approval from staff and the Springfield Planning & Zoning Commission, according to council’s agenda.
