City hires deputy city manager

The city of Springfield hired Fred Marty as deputy city manager, effective Oct. 4.

The position has been vacant since Evelyn Honea retired from the post in May, and it has been filled in the interim by City Manager Greg Burris, according to a city news release.

As deputy city manager, Marty is charged with re-engineering the development process to make Springfield more business- and development-friendly, duties that have been added to the position to aid the city in economic recovery, Burris said in the release.

"Re-engineering these processes must be orchestrated from a position with authority over all of these areas," Burris said. "It must be orchestrated from someone with authority within my office who can devote the necessary time and energy to this task in great detail."

Marty also is tasked with developing a lifecycle capital investment strategy, creating a formal leadership development program for the city work force and identifying the initial sets of city vacancies to be filled when sales tax revenues allow, the release said.

Marty is currently director of administration and chief clerk in Lycoming County, Penn., a position he has held since 2007.

Marty was chosen from among eight finalists. His starting salary will be $127,784, which will be funded by using the salary savings from the director of public works position and a portion of the director of public information position, both of which are currently frozen, the release said.

Marty, who has a master's degree in business administration from the University of Alabama, has held previous Ozarks positions. He has been the chancellor of Missouri State University-West Plains, the executive director of Wonders of Wildlife and the vice president of administrative services at MSU, the release said.

Both Marty and Burris are former MSU employees. In 2004, Marty - as vice president of administrative services - and Burris - as vice president for administration and finance - worked toward securing funding for the parking garage now in place at Grand Street and Holland Avenue, along with other university officials, according to Springfield Business Journal coverage.
