O’Reilly Development clears land for $5.5M affordable living complex

O’Reilly Development Co. LLC finished clearing a wooded area on West Grand Street and plans to soon start erecting buildings for a $5.5 million special needs and affordable housing community.

Dubbed James Place, the 10-building, roughly 35,000-square-foot project has a targeted completion date of March, said Brenda Raynor, a spokeswoman for O’Reilly Development. Site work began in February, and installation of footings started this month. Raynor said the slabs would be poured and walls would start to come up within 30 days.

The property is next door to Knights of Columbus and across the street from Jordan Creek Nursing & Rehab and Springfield Skilled Care Center.

Designed by Kansas City-based SWD Architects, Build LLC is leading construction of 40 units comprising eight one-bedroom special needs apartments that meet Americans with Disabilities Act specifications, Raynor said. Also planned are 32 family units with a mix of eight one-bedroom apartments and 24 two-bedroom spaces, as well as a clubhouse, she said.

In July 2014, Springfield City Council approved a zoning change of nearly 5 acres at 2420 W. Grand St. to strip it of its general manufacturing use and keep it as a low-density, multifamily residential district. Burrell Behavioral Health applied for the rezoning on the property, and Raynor said they are now a silent partner on the complex to be managed by Wilhoit Properties.
