City makes interim finance director permanent

The city of Springfield’s interim finance director is taking on the job permanently.

Effective today, David Holtmann fills the hole left by Mary Mannix Decker’s July retirement, according to a news release.

In July, City Manager Greg Burris formed a search committee comprising city leaders and an external finance professional to find Decker’s permanent replacement.

“David emerged as the top choice from a strong pool of applicants,” Burris said in the release. “He has strong roots in Springfield and cares deeply about our community.”

As finance director, Holtmann has direct oversight of the city’s fiscal activities, including financial management and accounting, investments and the overall budget. His salary is $120,000 annually, according to the city.

A lifelong Springfield resident, Holtmann previously worked 14 years as the city’s accounting manager. He has 28 years of experience in public service positions in accounting and finance roles.

Decker retired as finance director after holding the job since 2004 and working for the city since 1999.
