India wants to stop foreigners paying women to have babies

India is seeking to ban foreigners from paying women to be surrogate mothers.

New legislation would prohibit foreigners out of the country's thriving but mostly unregulated fertility clinics, and limit surrogacy to Indian couples who have been married for more than five years and are unable to have children.

Even in the latter cases, the surrogate must be a family member.

Foreign minister Sushma Swaraj said the proposed legislation would stop people who abuse surrogacy, including couples who abandon unwanted children or babies born with disabilities.
